International transportation operations are a licensed activity. If there is no state permit, customs officers have the right to detain the entire cargo, even if it has the required package of documents. Most of the paperwork concerns the cargo itself.

List of documents that a driver should have when crossing the border

Certificate of conformity. The recipient party wants to be sure that they are buying the right product, which will not be subject to complaints from inspection authorities, and therefore the cargo must have a certificate of conformity confirming that the products do not violate the standards of the second country where the assortment is being transported.

Certificate of quality. This document certifies that the contents do not pose a hazard to the environment. Both documents are issued by an accredited laboratory or manufacturer.

Ownership of goods. To ensure that customs officers know that the goods are not stolen or counterfeit, the driver carries documents confirming ownership of the goods. These include invoices, powers of attorney, and purchase and sale documents. Most often, an international consignment note is created in 3 copies, each copy of which is received by the respective party.

A separate transportation permit is required for hazardous categories. It is issued in the exporting country.

The T1 import declaration allows Ukraine to transport goods to the European Union. It is drawn up in electronic form, and is handled by customs brokers. The document is made on the basis of a certificate of registration of freight transport (copy), driver's international passport, CMR and invoice. The document is then recorded in the European cargo control system NCTS.

You will also need receipts for various fees (excise, VAT, etc.).

What else can a transportation company provide and what "bonuses" it gives

When a carrier has a Carnet TIR, it confirms that the transport company is a member of the Association of Road Carriers, which is an active member of international road transportation. Not all companies have this carnet, as it is not mandatory for crossing the border with cargo, but Carnet TIR provides some advantages, namely:

  • lack of inspection of sealed trucks or international containers;
  • speeding up the passage through customs checkpoints.

Another document that can be issued on request is the Euro 1. The export certificate is created in order to provide preferential conditions for import duty payment. It is issued to the person who receives the imported goods.
